It is reference to Khrushchev (yeah, sweet Slavic phonetics!) thaw and avant-garde art exhibition. Building suspiciously resembles Pushkin S.M.G.A. in Moscow

Spent half of my childhood there, mostly in an basement lecture hall. Lead glass pendants on a chandelier tinkled every time metro train passed underneath. (also Laoco├Ân replica is still my favorite showpiece after my 2 years working as cable guy)
In two blocks towards Kremlin was one of the first public internet-cafe with fiber uplink (10M for free, floppy in a second!).
